Amandement on STALKING to the Criminal Code of the Republic of Serbia

 

Number of cases of stalking has been rising in Serbia, some of them with lethal ending. Victims have no protection and have been exposed to the violence with no sanctions for stalkers.

 

Being stalked means living in fear.

 

Art activist group ACT Women in cooperation with Deborah Hunt, directed by Dijana Milosevic, perform in the streets “TIRED!” dedicated to psychological violence and abuse of women. They perform women’s trans-generational transfer of obligations and expectations producing tiredness.

Deborah Hunt is a maskmaker, puppeteer and performance artist with over 35 years experience in the creation and presentation of original theatre works, largely for adult audiences.Originally from New Zealand, she has been based for the last 20 years in Puerto Rico, where she has further developed her unique style of of mask and object performance. She travels extensively with her works and facilitates different kinds of workshops internationally.


She is the founder and Artistic Director of  Maskhunt Motions, a permanent laboratory for the performing object; a member of the Magdalena Project and member of the North American Commission of UNIMA.


In Belgrade, she is cooperating with art&activistic group Act Women and creating the masks for the performance TIRED! that will be performed on November 25th in 3 p.m. on Trg Republike within this year Campaign “ 16 Days of Activism Against Violence Against Women”.

Zoe Gudovic from the Reconstruction Women’s Fund in Belgrade, Serbia,  is in Amsterdam! Those of you who already met her will know that she is an energy injection and has lots of inspiration. Together with Andjela Tomic, she will give a presentation, screen short films, and discuss the Fund's latest doings and strategies at the MKZ on friday.
 
The Reconstruction Women’s Fund is the one and only local women’s foundation in Serbia.  Our objective is to support women's activism in Serbia and to maintain feminist political platforms. Through our programs, we support activities focused on women’s human rights, academic exchange, pacifist and antimilitaristic engagement, cooperation and solidarity. We support groups that fight against violence, discrimination and exclusion, as well as groups working on transitional justice and dealing with the past.
 
You are all very welcome to meet us in Amsterdam for a presentation, food and drinks and a chat on Friday 9th of September.
 
The presentation starts at 8.30pm. Before the presentation a vegan

Reconstruction Women's Fund for seven years is supporting and working with women's groups, collectives, initiatives, individual activists across Serbia.

Through four main programs, so far we supported over 80 different groups in 33 cities in Serbia.

This year we continue the development of local philanthropy and access to individual donors.

Our first trip through the local philanthropy was the sailing and spending time with Labud Ražnjatović who invited us to his boat, introduced to his friends and with whom we hope to achieve long-term cooperation.

Svetlana Saric our friend from the group SOS Vlasotince and Biljana Stankovic-Lori from Novi Sad Lesbian Organization were invited to present their work, as well as a broader concept of human rights: from the deconstruction of patriarchy and violence to the right on difference.

We had a presentation on a raft BARKA, where mostly men have gathered and were very supportive, ready for dialogue and cooperation.

The opening of the new spaces and opportunities for a wider circle of people to hear about us is one of the goals of Reconstruction Women's Fund, not only to increase the visibility of our work, but also to involve and engage more people who find very important to donate certain funds in the activities and continuous development of women's movement.

Reconstruction Women’s Fund organized on July 5 in Botanical Garden a mini festival JOYFULNESS CRAZINESS II /RADOST LUDOST II in our collaborative strengths, with help of our friends from independent cultural scene and public institutions, to present widely and publicly women artists and art initiatives who with their specific expression and unconventional ways treat society and challenges of life.

With the help of a friends: Fair of Short Electronic Form - KEF, ŠKART and Cultural Center REX as well as institution like Botanical Garden is, we made the unique public event and opened the possibilities of mutual cooperation and exchange and engagement of wider public.

 

In various and “joyfully crazy” program took part:

Cica and her partner Globus with pockets full of circus tools and juggling balls who entertained the kids and adults as well.  

- The group Secondhanders who performed and sold slightly used, readymade music of well known authors.

- Duo rhythm of Sisters Engineers!

Gruvlend Sessions – frontmen/women Zemlja Gruva Zoe Kidah, Milovan and Constructa, supported by show attraction Shobaye and DJ master Nietzsche, who played the music at the end of the festival and made more than 150 visitors to relax, dance and be happy.

Event was a benefit party – certain amount from each of 87 sold tickets went to “piggy bank” of Reconstruction Women’s Fund for the support and promotion of women's art!

Big THANK YOU we owe to our volunteers that have responded in large number (22) and made the festival JOYFULNESS CRAZYNESS II as one of the important and necessary events in the city, which goal is not just an affirmation of the only local women's foundation in Serbia such as the Reconstruction, but also the networking and solidarity of different ideas and collectives.

I’ll repeat this fact one more time: in order to survive and expand, the most crucial
thing for an academic community is to educate new cadres. At the end of the 80s` I
suggested to our Department that one semester subject Analyses of discourse should be introduced into curriculum. That was accepted, so I created the program of that course. Soon, based on teaching experience,  I wrote a textbook entitled Discourse analyses (Svenka Savich, 1993).  Next year, also on my suggestion, that subject became two-semester course for students in final years of studies. Analyses of discourse can be taught in various ways because it is an interdisciplinary field where language, culture and ideology intertwine.
 

 ... Disintegration of common Serbo-Croatian language domain into individual languages also touches upon understanding of language identity, primarily that in public and official use. It was shown that newly-formed political elite in the newly-formed country (that successively changed its names from Yugoslavia to Serbia and Montenegro to Republic of Serbia) was well aware that language was the means to homogenize the nation and that it was important that state took care of the language as its mighty instrument. Thus, several frameworks for national language identity were already outlined in the Law on the official use of language (1991) and The Serbian language orthography (Mitar Peshikan, John Yerkovich and Mato Pizhuritza, 1993) and later on when the Committee for standardization of the Serbian language was formed in 1997. In those state documents there were no indications that a care would be taken about equality of “others” (there were just implicit terms about that), which also excluded gender sensitive talk and anything related to language discrimination.

 
... The objective was to prove the thesis about existence of patriarchal matrix for visibility of women in public and official language and to explain the mechanism of ideologization of language for the sake of patriarchization and conveying that matrix to new generations. The issue of standardizing gender equality in language is above all a political issue, not the issue of structure of Serbian language. As a finish of many years of collecting empirical material for the issue of gender and language, we published a book Gender and language (Svenka Savich et al. 2009). In the book, we presented a basic dictionary of professions and titles held by women in Serbian language and concrete rules on how to apply gender sensitive language in practice, primarily in official and public domain. Thus, the work on formation of a corps of research data was expanded once again because one of the objectives in the book was to show how empirical data notified in various dictionaries, media and conversational language prove the thesis that use of female gender forms for professions and titles held by women existed in earlier periods of Serbian language developments.

From radical solidarity to “whatever” collectivism: political art and the rise of crisis capitalism
 
The desire to speak in a collective voice has long fueled social imagination and artistic production. Prior to the Second World War, artists understood collectivization as an expression of the promise or failure of industrial and political modernity envisioned as a mass phenomenon. After the war, artists moved beyond the old ideal of progress by tying, often sardonically, the radicalism of their political dreams to a free-play of differences and tactical positioning. But in the last couple of decades a variation of this informal mode of cultural collectivism has arisen whose impish adoption of group persona is neither strictly ironic nor entirely sincere. As if responding to the ruined public landscape of neoliberal enterprise culture, an assortment of ersatz institutes, centers, schools, bureaus, offices, laboratories, leagues, departments, societies, clubs, and bogus corporations have inserted themselves into the deterritoralized space of the spectacular global marketplace. Each of these mock-institutional entities sports its own logo, mission, and website, engaging in a process of self-branding not so much aimed at niche markets or product loyalty, but rather to gain surreptitious entry into visibility itself. The most engaging of these phantom establishments do more than just replicate the appearance of lost liberal, institutional structures; they also use their virtual offices to confront and intervene in the real world of actual corporations, businesses, municipalities, and states. Brash, youthful, and disarmingly flippant, this “whatever collectivism” mixes visual art, politics, fashion, music, and mimetic forms of casual organizing to produce an ambient mode of group work that is more at home with the communal swarms generated by social networking platforms than with older notions of class or political solidarity arising from either labor or the Left.
 
Gregory Sholette is a New York-based artist, writer, and founding member of Political Art Documentation/Distribution (PAD/D: 1980-1988), and REPOhistory (1989-2000). His recent publications include Dark Matter: Art and Politics in an Age of Enterprise Culture (Pluto Press, 2011); Collectivism After Modernism: The Art of Social Imagination after 1945 (with Blake Stimson); and The Interventionists: A Users Manual for the Creative Disruption of Everyday Life (with Nato Thompson). He teaches in the Department of Visual and Environmental Studies at Harvard University, is a faculty member of CCC post-graduate research program at Geneva University of Art and Design, and is currently Chair of the MFA Program in Studio Art, as well as an Assistant Professor of Sculpture at Queens College: City University of New York (CUNY).
